Senior Vice President, Bertelsmann Stiftung, Guetersloh; Former Head of LAGeSo, Berlin; Author of "Gestalten statt Verwalten"
Dr Sebastian Muschter is author of the book “From Administration to Management – learnings from the LAGeSo crisis” that reflects his experiences at the Berlin state agency for health and social services during 2015/2016, when refugees came to Germany in unknown numbers and overwhelmed the local administration. Before he worked as a management consultant for eleven years for McKinsey & Company, last as Managing Partner of the Berlin office and as co-head of the Public Sector practice. There, he built expertise for mega-project management and transforming government, e.g. in federal ministries and the German Labor Agency. In January 2016, the Berlin state government asked him to take over as interim president of the LAGeSo. Since July 2017 he is Senior Vice President for Transfer & Scale at the Bertelsmann Foundation. He is married with three daughters and lives in Eltville (in Hessia) and Berlin.
