Dr. Johannes Ludewig is Chairman of the National Regulatory Control Council set up in 2006 to support the German Government in implementing its measures in the field of bureaucratic burden reduction and better regulation. He was Executive Director of the Community of European Railway and Infrastructure Companies (CER) from 2002 to 2011 and CEO of Deutsche Bahn AG from 1997 to 1999. Before, Ludewig spent more than 20 years in the German Ministry for Economics and in the office of the German Chancellor. In the Ministry of Economics, he was responsible for Energy, Business Cycle and Economic Policy. In the Chancellery, he was Director General for Economic and Financial Policy and Coordinator for the New Federal States. In 1995, he became State Secretary and Representative Agent of the Federal German Government for the New Federal States.

Ludewig studied Business Administration at the University of Hamburg (Diplom-Kaufmann) and holds a master's degree in Industrial Engineering from Stanford University. He also has a Doctorate from the University of Hamburg and studied at Ecole Nationale d'Administration (ENA).
